Read the saved delivery status. An explicit rejection, a pending job and an unknown result after a timeout are different situations and should not all be treated as permission to resend.

For a permission or credential error, update the specific connection and check it. Do not disable security plugins, account protection or the platform's ownership checks to force a publication.
Use the available status-check or recovery action before another send. If the state cannot be resolved, keep the draft and contact support with the safe error and attempt time.
